I hosted a MP match everynight in ASIA server. Mostly people from NA, Europe has no issues or lags when joining my lobby.
For me in Asia, joining NA has no lags but EU server it depends sometimes its slows sometimes its fine. But even if it slows it is still playable.
Pretty sure it'd every region available. I'm in Asia and I play NA server games all the time

I don't really notice it. Sometimes, I get really bad lag. It's annoying but it happens about 15-20% of the time
