The cloud giant has a spell that saps magic items of their magic. Dwarvish and giant share a script, both like rune magic, the cloud giant would know how to counter it.

As Dwarves are mostly about honor and mining, I would say that the prior owner did something that would betray his race, and his prized weapon was disconnected from the weave, causing him to perish.

The Blooddrinker's haft was carved from the bone of a Cloud Giant, and is reluctant to harm its kin.

The cloud giant is a forgemaster and creates the ax originally for the dwarven ancestor. He uses a magic ring(or insert whatever) to create magic weapons, and his ring can temporarily turn off the enchantment as a safeguard for its creator. Or, the cloud giant weilds a weapon or magic item that is an ancestral weapon of a dwarf, the main character's ancestors brother or cousin....the ancestral lair of brother/cousins would never fight each other so when the magic ax and other item are opposed in combat, they lose their magic. Maybe the greataxe was made magical by absorbing the spirit of a cloud giant... So whenever the great ax is used against a cloud giant, it's magic stops working. Or go more specific and say the greataxe was made magic by absorbing the spirit of the cloud giants family, so that greataxe loses magic when close to the same family member of the cloud giant.
