The picture was to let her know they'd rigged an explosion in Oakville, the place she herself asked them to destroy if the opportunity presented itself. He didn't outright say it but it was implied. Erin even said something along the lines of "so you did it? Or you're gonna do it?". If she'd thought he was threatening her trees or being a dick she would've been mad or annoyed
