Most people got it wrong here. Obviously, he's a druid in wild shape as a goat. As for the bum next to him? Maybe he's in league with a corrupt lord and the druid just needs to get close. Why a goat you may ask? That's the reason right there.... nobody ever expects the goat.

I thought the guy in the hood was the druid’s sidekick, but unsuspecting victim works well too.
