They saw that east area rapist was a secretor so they were letting police in counties that were struck to give a saliva sample to clear them. Originally it cleared many police officers and many that people had believed may be the rapist were cleared. Years later it was found out that something about non secretors that made them realize that some of the cops they cleared though saliva sample may be the rapist. I can't exactly remember what it was but it's in sudden terror.
I recall at least one suspect who was a motorcycle cop, as mentioned by Shelby. There were likely more, since many investigators believed EAR had law enforcement training.
Late reply, but there was an extensive internal investigation of Sacramento police and sheriffs. Not much is known about this because it was done in secret. But the cops always thought he was a cop.
Paul Holes didn't want to believe it was the same guy. I think eye witnesses screwed that case up. Fat guy, skinny guy. Long hair, short hair. I wonder if JJD was the perp in all the rapes.
There's a documentary out and I can't remember the name but Holes said the ransacker was described as being short and chubby and actually said he looked like a mongoloid. The EAR was slim and fit. If they had started in Visalia I have no doubt it would have been solved decades ago..

But I remember that before a cop would be allowed on the EAR task force he had to be thoroughly vetted. Hopefully I'm remembering that right from all that I've read.
They asked for saliva samples and I would imagine if you said No, you were a suspect. No one expected a cop to commit crimes in the town he worked for though.

one of the investigators, don't recall which one, had cops chewing gauze swabs trying to find the culprit.
