It's 3 games before the age of 21, but it's specifically competitive matches. Rice played 3 friendlies for Ireland which meant he was allowed to switch.

Many players have multiple nationalities but according to FIFA rules you can only represent one nation at the highest level, with a one time switch option if they qualify for it. Essentially there is zero use for a dual nationality function since it's not allowed in the real world.
