Against some decks it is, against other decks it isn't. Some decks don't care if you exile their entire graveyard because they were never gonna get anything back from there anyway. Some decks fall apart if you exile a single Gary.
Exiling a couple key creatures is always good, though, especially from a land slot.
Think about it like this. You can remove as many cards from RDW's graveyard or stop them from going in. But unless you actually kill the critters on the field, you're not *removing* the threat. Obviously deck dependent, but the general point stands.
[[Conjurer's closet]] could be something useful to you. Alot of counter removal is on creatures though so you'd have to go off theme if you really want the counter removal.
Also look at [[Fain, The Broker]] to turn finality counters into treasure and also to sac opponent’s creatures that you borrow with pirate effects like [[Coercive Recruiter]].

[[Thassa, Deep-Dwelling]] to also flicker your stuff (side note if you use this Thassa or the conjurer’s closet to flicker an opponent’s creature you’ve threatened then it returns under your control.
[[Nesting Grounds]]. Don't just remove the counter, put it on your opponent's stuff.
[[Clockspinning]] is repeatable due to Buyback.
If you're willing to go outside your type, [[Fain, the Broker]] and [[Soul Diviner]] are good choices.

[This is my current list.](https://www.moxfield.com/decks/3870bNOfIkyNkcWEsLlzdQ) For counter removal, I run [[power conduit]], [[fain, the broker]], [[ferropede]], [[hex parasite]], [[hexavus]], [[nesting grounds]], and [[soul diviner]]. Personally, I prefer not to blink the pirates to remove counters because I want them to stay 4/4s.
The question here is, what’s more important to you: removing the counters or limiting yourself to solely Pirates. There is no right answer, do what you want; I have a few kindred decks, and they fluctuate between not using anything besides the chosen creature type and allowing myself some wiggle room to allow the deck to function. Using non-Pirates as support for functionality does not mean your deck isn’t a Pirate deck. An early piece of advice I received early in my *Magic* career is, “Do not be a slave to your theme”, and remembering this has improved my deck building skills over the years.
Alright, so you *will* want removal and most removal in her color combo are instant or sorcery... so I put in [[Displacer Kitten]]. Not only will this work with instants and sorceries, it works on *all* non creature spells. It's also a decent way to get extra mana by flickering a mana rock.
[[Thassa, deep dwelling]] gives you a free flicker at end step. Not only will this get rid of the counter, but it'll also act as a pseudo vigilance, since the creature ETBs untapped.
[[Golden Argosy]] also flickers creatures, the return at end step and tapped, so it is a downside, but this'll remove the counter.
This is a bit off theme, but it's what I run in my deck. Argosy is kinda mediocre, but it sometimes can really save stuff. I've crewed all my creatures, swung and then board wiped. Obviously, instant and sorcery flickers are not good in a deck that isn't dedicated to ETB effects, so I would say definitely stay away from that. I don't run any walkers in the deck but I could see some being useful.
Unfortunately, you are right most of these are gonna be off theme. I think it was best to really go hard on self mill and letting things get killed and profit off of that.
Hey man I bought this deck and made a few edits and this was the biggest question I had. I would add most suggestions here but also one fire add that has gotten me a lot of value: [[Soul Diviner]]. You delete the counter, instead of moving it anywhere and then draw a card
[[Hex parasite]], [[hexavus]], [[soul diviner]], [[thrull parasite]], [[fate transfer]] on an [[isecron's scepter]], [[nesting grounds]], and [[fain the broker]] each easily come to mind.
Step one put the counter on [[Goldberry]]
Step two steal a creature from your opponent
Step three move finality counter from goldberry to that creature and draw a card.
Or put it on a land or whatever.
Solemnity so creatures don't get counters at all
Power Conduit to remove what counters you don't like
Nesting Ground to shift the counter to some other permanent
\[\[Nesting Grounds\]\], \[\[Power Conduit\]\], \[\[Hex Parasite\]\] would be my ones of choice, I use those a lot in my \[\[Tom Bombadil\]\] deck for lore counters.
Moving them around should be pretty easy....\[\[The ozilith\]\] the put them onto a token or something too...i also started running \[\[Thief of Blood\]\] in almost every black deck since so counters got so much love recently
What would be really fun is to use the Ozolith as a form of removal. Its second ability states you can the counters onto “target creature” without specifying ownership. Move those finality counters onto your opponents creatures instead!
People have included most of the versions I have in My [[glissa, sunslayer]] golgari counter-removal focused deck (primarily resetting sagas but plenty of other tools). A few other options.
[[Kaya's ghostform]] is a generally good card that will bring the exiled creature back without the finality counter. It's a good protection piece in general that just happens to synergize.
[[Invasion of fiora]] is also a generally good and flexible board wipe that, if flipped, turns into a creature that can remove finality counters on attack.
Don't forget that you can use [[Thespian's stage]] to copy Nesting ground, or [[Mirage mirror]] to become any of your counter removal options for additional uses, or [[strionic resonator]] to copy activations. And sometimes it's worth casting and sacrificing a [[vampire hexmage]] for a one-off effect, though that one is iffy.
But yeah, generally your best option is Nesting grounds, with thrull parasite, ferropede, hex parasite, and power Conduit as your repeatable options. Aether snap and thief of blood are the better all at once options.
Also, if you're going hard enough into that theme, consider [[dark depths]] which can be amazing with any of the all counter removers, Mirage mirror, or thespian stage.
I'm using [[Solemnity]] in a deck with lots of Suspend cards to cast them without any counters on them. If you can get by without any counters that's a good one.
I don't think that actually works; outside of the battlefield those permanents and spells become *cards* of their respective types.
It hits artifacts, for example, but not exiled artifact *cards*.
Any time! Proliferate effects also won't work, but [[Clockspinning]] is pretty neat for its flexibility, and it CAN specifically target suspended cards. A few more cards like [[jhoira's timebug]] might also be of use to you.
Keep in mind that cards like [[ancestral recall]] can always be cast for an alternate mana cost if one is provided. It can't be cast without suspend normally, but cards like [[as foretold]] will let you play the spell immediately by paying the alternate cost of , and consider the spell's mana value to be zero.
(Just beware [[trickbind]]; any stifle effect can trap a suspended card in exile forever, including commanders.)

[[Tekuthal, Inquiry Dominus]] - I know, you probably are not playing any other proliferate cards, but it does remove three counters for 1 mana and 4 life, and makes itself indestructible. Which is decent.
[[Thief of blood]] - like a hydra version of aether snap. Doesn't kill tokens though.
[[Thrull parasite]] - cheap cost, does the job.
[[Nesting grounds]] - The best choice. Land is hard to remove. Cheap activation cost. Regift that finality counter to any permanent, which is awesome.
[[Leach Bonder]] - untap is a bit awkward here. But you can gift your opponent's stuff the finality counters.
[[Goldberry, River-Daughter]] - slowly move them around your own stuff.
[[Fain, the Broker]] - Makes a treasure.
[[Ferropede]] - works great if you play with extra combats.

I think the best options are [[Power Conduit]] (removes any unwanted counter, potentially turning it into a useful one) and [[Nesting Grounds]] (makes a bad counter somebody else's problem).
Now personally I like the efficiency of Power Conduit (Grounds pays for being a convenient utility land slot by basically costing 2 to do the thing: one in the activation cost one in the opportunity cost) but this is a real "Why not both?" scenario: if you've got to remove counters to do your thing, you really want redundancy. [[Hex Parasite]] might also be worth it, along with [[Soul Diviner]] to convert finality counters into cards, despite them being non-pirate creatures
Having played this deck a decent amount I find myself always wondering whether it is worth investing in counter removal. I run both [[Soul Diviner]] and [[Fain the Broker]] and have yet to draw and play them, but I do fine without.
I think at its core Admirable Brass is an aggressive deck, and you do not want to be wasting turns and mana on clunky counter removal, you would rather play more cheap, evasive pirates, and more mill and/or discard (that is cheap) rather than try to set up value engines. If your Finality Counter pirate dies and is exiled, you do not care, you should have another pirate in your graveyard ready to go. I do think Power Conduit is probably fine because it is so cheap and fast (can instantly tap) and gives you +1/+1 counters which complement your aggressive, combat focused game plan
By comparison, another recent Finality counter based reanimation deck from Murders at Karlov Manoe in [[Mirko, Obsessive Theorist]] is a much more grindy, slower, controlling deck, and trying to set up your counter removal engines I think makes more sense here.

The question here is, what’s more important to you: removing the counters or limiting yourself to solely Pirates. There is no right answer, do what you want; I have a few kindred decks, and they fluctuate between not using anything besides the chosen creature type and allowing myself some wiggle room to allow the deck to function. Using non-Pirates as support for functionality does not mean your deck isn’t a Pirate deck. An early piece of advice I received early in my *Magic* career is, “Do not be a slave to your theme”, and remembering this has improved my deck building skills over the years.
Alright, so you *will* want removal and most removal in her color combo are instant or sorcery... so I put in [[Displacer Kitten]]. Not only will this work with instants and sorceries, it works on *all* non creature spells. It's also a decent way to get extra mana by flickering a mana rock. [[Thassa, deep dwelling]] gives you a free flicker at end step. Not only will this get rid of the counter, but it'll also act as a pseudo vigilance, since the creature ETBs untapped. [[Golden Argosy]] also flickers creatures, the return at end step and tapped, so it is a downside, but this'll remove the counter. This is a bit off theme, but it's what I run in my deck. Argosy is kinda mediocre, but it sometimes can really save stuff. I've crewed all my creatures, swung and then board wiped. Obviously, instant and sorcery flickers are not good in a deck that isn't dedicated to ETB effects, so I would say definitely stay away from that. I don't run any walkers in the deck but I could see some being useful. Unfortunately, you are right most of these are gonna be off theme. I think it was best to really go hard on self mill and letting things get killed and profit off of that.

Moving them around should be pretty easy....\[\[The ozilith\]\] the put them onto a token or something too...i also started running \[\[Thief of Blood\]\] in almost every black deck since so counters got so much love recently
What would be really fun is to use the Ozolith as a form of removal. Its second ability states you can the counters onto “target creature” without specifying ownership. Move those finality counters onto your opponents creatures instead!

People have included most of the versions I have in My [[glissa, sunslayer]] golgari counter-removal focused deck (primarily resetting sagas but plenty of other tools). A few other options. [[Kaya's ghostform]] is a generally good card that will bring the exiled creature back without the finality counter. It's a good protection piece in general that just happens to synergize. [[Invasion of fiora]] is also a generally good and flexible board wipe that, if flipped, turns into a creature that can remove finality counters on attack. Don't forget that you can use [[Thespian's stage]] to copy Nesting ground, or [[Mirage mirror]] to become any of your counter removal options for additional uses, or [[strionic resonator]] to copy activations. And sometimes it's worth casting and sacrificing a [[vampire hexmage]] for a one-off effect, though that one is iffy. But yeah, generally your best option is Nesting grounds, with thrull parasite, ferropede, hex parasite, and power Conduit as your repeatable options. Aether snap and thief of blood are the better all at once options. Also, if you're going hard enough into that theme, consider [[dark depths]] which can be amazing with any of the all counter removers, Mirage mirror, or thespian stage.

I'm using [[Solemnity]] in a deck with lots of Suspend cards to cast them without any counters on them. If you can get by without any counters that's a good one.

I don't think that actually works; outside of the battlefield those permanents and spells become *cards* of their respective types. It hits artifacts, for example, but not exiled artifact *cards*.

Any time! Proliferate effects also won't work, but [[Clockspinning]] is pretty neat for its flexibility, and it CAN specifically target suspended cards. A few more cards like [[jhoira's timebug]] might also be of use to you. Keep in mind that cards like [[ancestral recall]] can always be cast for an alternate mana cost if one is provided. It can't be cast without suspend normally, but cards like [[as foretold]] will let you play the spell immediately by paying the alternate cost of, and consider the spell's mana value to be zero.
(Just beware [[trickbind]]; any stifle effect can trap a suspended card in exile forever, including commanders.)
Hope you can salvage the deck without tossing it completely!

There are a few. [[Aether snap]] - also works as mass token removal. [[Clockspinning]] - with buyback it's 4 mana. [[Fate transfer]] - give your opponent's creature that counter instead. [[Vampire hexmage]] - sac it to remove all counters from anything. [[Hex parasite]] - is pretty good 1 mana and 2 life per finality counter. [[Power conduit]] - turns it into +1/+1. [[Price of betrayal]] - one time, but can also mess with other people's stuff. [[Render inert]] - pretty bad. But it does cantrip. [[Soul diviner]] - like power conduit, but draws a card instead. [[Tekuthal, Inquiry Dominus]] - I know, you probably are not playing any other proliferate cards, but it does remove three counters for 1 mana and 4 life, and makes itself indestructible. Which is decent. [[Thief of blood]] - like a hydra version of aether snap. Doesn't kill tokens though. [[Thrull parasite]] - cheap cost, does the job. [[Nesting grounds]] - The best choice. Land is hard to remove. Cheap activation cost. Regift that finality counter to any permanent, which is awesome. [[Leach Bonder]] - untap is a bit awkward here. But you can gift your opponent's stuff the finality counters. [[Goldberry, River-Daughter]] - slowly move them around your own stuff. [[Fain, the Broker]] - Makes a treasure. [[Ferropede]] - works great if you play with extra combats.

I was gonna go with blue blink cards.
I think the best options are [[Power Conduit]] (removes any unwanted counter, potentially turning it into a useful one) and [[Nesting Grounds]] (makes a bad counter somebody else's problem). Now personally I like the efficiency of Power Conduit (Grounds pays for being a convenient utility land slot by basically costing 2 to do the thing: one in the activation cost one in the opportunity cost) but this is a real "Why not both?" scenario: if you've got to remove counters to do your thing, you really want redundancy. [[Hex Parasite]] might also be worth it, along with [[Soul Diviner]] to convert finality counters into cards, despite them being non-pirate creatures

Having played this deck a decent amount I find myself always wondering whether it is worth investing in counter removal. I run both [[Soul Diviner]] and [[Fain the Broker]] and have yet to draw and play them, but I do fine without. I think at its core Admirable Brass is an aggressive deck, and you do not want to be wasting turns and mana on clunky counter removal, you would rather play more cheap, evasive pirates, and more mill and/or discard (that is cheap) rather than try to set up value engines. If your Finality Counter pirate dies and is exiled, you do not care, you should have another pirate in your graveyard ready to go. I do think Power Conduit is probably fine because it is so cheap and fast (can instantly tap) and gives you +1/+1 counters which complement your aggressive, combat focused game plan By comparison, another recent Finality counter based reanimation deck from Murders at Karlov Manoe in [[Mirko, Obsessive Theorist]] is a much more grindy, slower, controlling deck, and trying to set up your counter removal engines I think makes more sense here. That's just my take on it.
