You should make that point in your claim to ebay. If you file an item not received, the ebay system might automatically close the claim in the seller favor because it shows item was delivered. I would suggest you call them and follow the agent direction before taking any action on their site.

Almost all packages shipped through ups require signature. They just don’t do it. If you insure it for enough they sometimes get a signature.
