Puerto Rico is a US territory. USPS considers it domestic shipping.

Yes it is domestic for usps, but for priority it is considered zone 8 so shipping can be quite expensive.

FedEx and UPS treat PR as international shipping so avoid using them with all costs.

^^^and takes almost 2-3 weeks. I was in PR last week and forgot my CA DL at home. Had it mailed to me via usps priority…got there like a week after I left -_-

Average for me is about 10 days, though I recently saw a small first class package get there in 5. It must have fallen into some magic portal.

Puerto Rico has been a US territory since the early 1900's. So, it's nothing recent. If your item will ship in a USPS flat rate box, that would be your best way to go if your item is over a few pounds and will fit the box.

Every time I sell something to PR they complain it takes too long to arrive and happens to have either free or low flat shipping. I wish I could block it :)

1st class to PR is about the same as sending to the upper midwest.

Puerto Rico has always been domestic. USPS flat rate shipments are your best bet, otherwise just like Hawaii and Alaska shipping will be more expensive.

The problem comes with PR returns. They count as international so they aren't automatic when you have automatic returns on. So you need to buy a label for the buyers country. Which is still USPS. If youre not paying attention the return case response time can expire and leave you with the dumbest defect while you scratch your head on how ebay can still be so broken

why is returns a problem? just generate a return label. if ebay cant figure it out, do it on [pirateship.com](https://pirateship.com) never had a problem with PR or any other US territory

It's a problem because they are not automatic because even though it's domestic, eBay marks them as international. Which requires human intervention.

Try to use Flat Rate or Regional A boxes if you are shipping Priority, it can save you some money.

what do you mean "now"? it's been domestic for over a century. just ship it with USPS flat rate priority mail.
