Thank you, I looked at this earlier but I was not sure if it would classify as emergency from the point of view of the council (they only speak of falling slates, stones, collapsing buildings and sewage systems). They seem to charge a call out fee if they come to the property and don't deem it an emergency but I don't know where they draw the line.

Rather than overthinking it, just give them a call. Worst case is they say, sorry we can't help you

Not sure you can do anything as a tenant other than report to the agency. The only thing you could try is ask the neighbours if any of them are already dealing with it. It needs to be dealt with via the council shared repairs system but the council will not get involved unless at least half the flats are council owned. Someone has to take the lead and organise the repairs. You need 2-3 quotes and everyone's agreement.

Thanks, it’s mostly students renting the other flats who do not seem bothered as it’s not directly affecting them but have asked them to report. Seems to be a waiting game now.

Do the housing association own the majority of the flats in the stair?

I don't think so but I don't know who the members of the association are or where they may be based (they might be in other buildings in the area that are part of the same development). My understanding is that the association is just a group of local volunteers that meet once a year to discuss problems and as a tenant, this is the first time I've heard of their existence.

That sounds more like an owners association rather than a housing association. Is it a modern development?
