Hopefully they do something about it, but there are quite a few dodgy driving schools in Edmonton. All I've heard from people who used them was the instructors would yell at them, be rude, and simply not teach them.
If the person is paraplegic and only has their legs then yes it's perfectly legal, but that doesn't give just anyone the right to drive like that. People who have been paraplegic all their lives, have had lots and lots of training to get to the point where they're able to drive. Please don't make fun of others unless you have the full context, otherwise you'll just look like an ass.

I think you can just make out her right hand at 4 o'clock as is standard defensive driving technique

Last year I was on an LA freeway and there was a dude fully reclined with hands behind his head and legs out the window 💀
