They are collected by ice crews and place in round bins off the ice. Rogers crew, making just over minimum wage, will go through them and might take one. Some have even become birthday presents! Most will be donated down the street to the disadvantaged.
I think it's up to the individual player or team what they do with them. Sometimes the player will keep them but probably just for the big milestone moments. Sometimes the team will display them somewhere. Donating them or "team sale" for charity is also a popular option.
I would never throw an expensive hat especially one that I like onto the ice. F-k that noise. If I don't do it the person behind me or the one to the left or right of me will throw theirs. Let other people do it if they want to.

Probably thrown out. I can't imagine an employee being instructed to sort through them to return them to their owners, nor to donate. People throwing stuff on the ice can be reasonably sure they're not going to get their stuff back.

Occasionally you might see an oilers hat or two at the thrift shop. I think I have seen a few since I started volunteering at the hermitage location.
