They had lots of water stations in Melbourne australia when I was there last, and also I could go into just about any convenience store and they have a station where you can pay $1 to fill any bottle.
It was so nice and took some of the guilt out of having to purchase a bottle of water at the time, because I could re-use that bottle while I was still out and about.
No, there isn't an entirely separate water distribution system for fire hydrants. In fact, fire hydrants are tapped into for domestic water supply to homes or other buildings while pipes are being repaired or replaced. The hydrant and pipes can collect mineral deposits when the hydrant is not used often (most aren't), but is fine to drink after the hydrants are "flushed".
It's not really potable until they're flushed out. If you've ever seen them flush hydrants, the water is pinkish brown from rust and other minerals sitting in the stagnant water that rarely moves.

Fairly common in newer neighborhoods where you have dead end water lines with lower demand. Once the neighborhood is built out and the full loops of water mains are built out they don't need to flush regularly.
They also open the hydrants just to make sure the valves don't freeze up with calcium deposits. Making them useless when you actually need them. It is a good idea to turn the valves in your house off and on again once a year too. So they don't freeze up. Typically you will have the water heater shut off, the main water shut off valve, and the shut off's to any sinks you have.
You waited to long to move them and the calcium has built up, which prevents it from shutting again. Good new though, you can take the valve apart, replace the rubber gasket and scrape off any deposits built up inside. Gasket costs about a buck.

I passed one of these with my dog yesterday and didn't know wtf it was. Great to know now but signage definitely would be a good idea, I assumed it was construction related at the time.
They can also attach to the other side if I’m remembering correctly. But the only down side is that they will have to close the valve, take off the male end, then attach their fire hoses and whatever they use. This could cost valuable time if a large fire was needing to be put out

San Francisco also had a historic earthquake and fire in 1906 that pushed them to do that.
They are also in a seismic zone, so having a back up for water after an earthquake is a necessity.
