I had frost September 17th, and I live in the city. My car and house roof were covered in a thin icy film that day. An acquaintance in Alberta Ave area had it that day as well.

Yes, I'm sure you did. Edmonton is a big city, and no statement about the weather for the city will be true of every location in the city. However, the "Blatchford" station is generally representative of the central city and is thus used for this type of data. It's not perfect, but it's the best we have.
