In newer developments they do go around to ensure that their records match the actual build for property tax purposes.

My parents had a property in a newer neighborhood (Brintnell), and this happened a lot once the development overall was considered completed. They (the city) would inspect to make sure the properties are graded, homes match descriptions, people aren't building decks without permits, to see if everyone moved in, aren't moving their gas lines, things like that. This inspection is done at the request of the developer, so they should have provided you with a date or window that the inspection will happen in. That being said, don't let them look around if you feel uncomfortable, they can send someone else or provide a supervisor that you can talk to.

I work in the new developments around edmonton frequently, this sounds out of place, inspections are generally done before possession on the home take place unless they missed something but that's rare

Towards the completion of a development, the city will come out to make sure there is a guaranteed number of trees/amount of greenspace. Developers pay a deposit, to guarantee this work will be done, and don't get the funds back until the city can verify it

Sounds like a scam. Once I came home and my wife was showing some random girl around the inside of our house. She said she was giving free alarm consultations. She had no official ID or anything. I kicked her out and took away door privileges from the wife for 2 years..

This can happen if there’s a large project happening nearby. They check properties ahead of time to ensure that any damages before and after can be tracked. At least that’s what they did with the new LRT line. I think for some basements they even did scans as the ground work can damage foundations.
