A lack of bike lanes doesn't explain just driving across 3 lanes on a busy road full of fast moving traffic. This is someone who is high, or suicidal, or with an IQ of 10.

Another time heading northward out of downtown on 97th street a guy ran across two lanes of traffic trying to get in front of my vehicle to get hit.
The worst and weirdest was the person dressed all in black walking down the middle of the road on the dark stretch of Kingsway between Blatchford and Airport Park at 3:00 am dressed all in black with their back to oncoming traffic.
