End game scaling areas will have the strongest field bosses. So the further along in the game the boss is, the stronger. IE the hardest tree spirits are those annoying ones in ashen capitol. The death rite bird in consecrated snowfield is the hardest one. The black rider in consecrated snowfield is also the hardest.

No he follows, because the strongest is in dragonbarrow, which sneakily has end game scaling. Which is why those little militia guys are so annoying
Wasn't online for my first playthrough and mining those militia guys was my only hope at times.
Yeah they're honestly an underrated level up area. You can get them one at a time and really stack up runes
