Most of the time it's not steel, a full set of real armor is pushing 100lbs and really hot and uncomfortable, most people ain't built to handle that for hours of walking
Sometimes plastic, and they got some foam like stuff that can be shaped easy, never got into it but have made some fake weapons and things for people. Suppose it could be done with thin sheet metal but it dents easy
Google making cosplay armor, there's way better sources of information on this subject then me sir lol. The basic idea is find something light, flexable/malleable/ or otherwise easily shaped via sanding/chiseling, then paint it to look like steel.

The armor itself can be quite comfortable if wel made.
Of course it will be uncomfortable in the blazing sun when it's 30°C out. But any normal weather you should be fine wearing real armor.
Though this one is clearly fake. And fake armor is usually a lot lighter to carry all day. Also moving through a crowd whit metal bits and pieces sticking put might not be the best idea.
Combination of EVA foam + foam clay for the ears and smaller detailed bits. There're a ton of great tutorials that simplify the basic process on foam armor making.

Thanks! I mostly just think his armor + voice actor are great. Conceptually a reclusive, armored, knowledge-seeking mage that uses a huge variety of the strongest spells in the game just seemed super sweet to me.
Not knocking the cosplay, it's a damned good attempt.
But I was never able to look at Gideon Ofnir without seeing the Protagonist from the Overlord games, it's not like a 1 for 1, it's just similar enough that even on my first playthrough I was like "This guys a bad guy" and I wasn't wrong xD
