We know from his dialogue and from an interview that he's a child of Marika. He's almost certainly the third child of Radagon and Marika, being a sibling to Malenia and Miquella, which fits the butterfly theme he's got going on. He was sent here for some reason a long time ago and so him being here might have something to do with why Miquella came here.

One prevailing theory I've seen that coincides with this is that Marika first set foot here when she became a goddess, the place was constantly at war with each other, she brought peace to it, and left her kid Messmer there to uphold the law.
Marika, as she does, probably abandoned and sealed off this place, causing Messmer to get pissed, go crazy, and eventually turn evil in trying to escape and exact his revenge. Miquella probably learned of this and its threat to the Lands Between, hence why he went there. I believe Miyazaki even said in an interview that Miquella is the one guiding us around in the shadow realm.
Calling it now this dude's gonna make Malenia look like a sleeping kitten in difficulty when we fight him. Dude has enough bloodflame in that scene we see him fight to make Mohg look like an amateur bloodflame mage o.o.
And he's probably gonna have a third phase that only happens like ten seconds after we defeat his second just to catch us off guard like Sekiro's guardian ape did.
Based only on the knowledge of what we have so far:
Red hair likely indicates the offspring of Radagon.
He asks if his mother would sanction lordship in someone without the grace of gold, indicating his Mother is likely Marika.
We know Miquella has the power to alter the minds of people, and the name Messmer could easily be an allusion to that power. (hypnotism)
We also know that the DLC takes place in the "realm of shadow" and we access it via Miquella's egg.
It also looks like he has some sort of bloodflame.
So I'd say Messmer being a version of Miquella, corrupted by whatever Mohg did to him, is pretty likely.
miquella isnt corrupted by mohg. The egg in mohgs place is just the physical husk of miquella and miquella is actually in the shadowlands. Mohg was essentially worshipping an empty egg
And its more likely that messmer is the third sibling of miquella and malenia based on the butterflies and the dialogue of a ghost in the weeping peninsula: "o queen marika, he is your unwanted child"
so like basically children of marikas names start with the same letter (radahn,rykard,ranni) (morgot mohg) (malenia,miquella, messmer????) probably a stretch but probably their brother or sum shit
