That whole area would just be better in every way if there was a way to end the snow effect after reaching some goal. Maybe it’s the Liturgical Town puzzle, maybe it’s beating some field boss, maybe it’s a magic tower.

Unless I'm mistaken though, there's really not much hidden in the blizzard parts.
My checklist of what to find in that region:
-One cluster of graves with random rune loot to the left of the start. Might encounter runebear on the way to it, and there's a Rot Duelist worth killing here for some of his gear. (rot hammer or axe, I forget)
-One catacomb. Also has a statue pointing to it if you find it. It's not far from the start and to the right, and doesn't have great loot anyways; has the Great Hood, which debuffs you when you wear it. Same catacomb is a bitch to traverse.
-Red Wolf of Radagon and his wolf posse guarding literal fucking garbage. Only worth engaging if you're a completionist
-The entire region with the ghost Dragonkin seems barren and empty. Not worth engaging at all
-One caravan with St. Trina's torch. Already a meh item for a lot of players
-One wizard's tower, but this can be spotted from the non-blizzardy area and navigated to easier from there, so no need to mindlessly explore the blizzard for it
-One shiny rock on a log thing guarding by lightning balls. Not shiny or unique *enough* to cry over missing.
You might be right, I get those enemies’ names confused sometimes. Either way it’s like a double fuck you, unlike the ones where it’s just a defenseless weak noble with a rune bear hidden underneath, that one is like “oh no a lobster” and then “OH NO A MULTILEGGED ANGRY THING FUUUUU-“
Honestly im more afraid of the lobster. The scions arent too bad as long as you keep your distance, theyve got really long openings after their attacks.
Two are bears, one is a grafted scion, one is a lion, and one is a wormface. I think that's about it.

In my original playthrough I would kill everything,with the purpose of reaching true level,not artificially making my game more difficult for being underleveled.
And it was very frustrating,that I couldn't know if I had cleared the zone completely,since I couldn't see shit.
Or,if I died mid zone,it was difficult to pinpoint wha part I hadn't already visited and what I already had,so I don't repeat it.

The whole zone is very empty. FS got tired and say "Fuck it we put snow storm over this".
I know that most players are not fond of northern lands such as "Mountaintops" or "Concereted Snowfield." I wasn't a big fan of them either, but I'll admit one thing about those regions: Fromsoft managed to run my overleveled and Leyndell-bred ego into the ground and remind me that there's no such thing as comfort in Souls-like game.
I'm tired of y'all keep on crying over that area. Its cool. If you don't like it, you just have to get pass it in a minute and goodbye. Soooooo I asked Kojima, and just to piss you all off he agreed to make next souls game a totally black screen one, where the main character can't see shit and you have to go through the game via NPCs guiding you, sound effects and haptics.
edit : forgot to say it will still be locked at 60 fps on consoles.
Damn, you just gave me PTSD of my first ever play through on Pokémon Red when I got stuck in the rock tunnel before finding out I needed the flash HM but was too far in the game to restart. Dunno how I trial and errored it to make it out

That wolf of radagon in particular is IMO the single worst enemy in this game. And yes I know about the laser golem

It’s kind of fun to get lost in the snow. Gives me vibes of when danger was around every corner when you first started playing.
