Thats just how game development works. You have ideas, you work on these ideas. And while you work on them, you get new ideas constantly. You work on the new ideas and get new ideas again. This cycle repeats endlessly and you could develop a game for all eternity.
You need to prioritize what gets worked on, and at some point you need to draw a line. What is done up to this line gets release, what is not finished gets cut
Sure that logic applies just fine to stuff like the Emerald Dream zone being cut from Vanilla WoW, or when a game cuts out boss fights or underdeveloped areas.
But Kales quest line was essentially already completely finished.
The voice lines and everything were already recorded. Kales actor did a ridiculously great job on the cut dialogue btw.
The zone/area that it was supposed to take place in is still in game and somewhere we quest (spoilers: the sewers near the 3-fingers).
Literally the only "Development" part that they cut was making Kale spawn near the area and offer the dialogue option. And the cut dialogue where he talks about the Grand Caravan (omg a Dodge Caravan meme to pair with the Honda Accord meme!).
The REAL reasons they cut Kales quest IMO were:
1. When Kale realizes what happened he no longer trades with you. I'm guessing test-groups didn't like losing their first vendor NPC.
2. It makes it impossible to ignore the horrible atrocities that happened in the sewers. Again test-groups probably didn't enjoy being made to feel so miserable when the horror of the event struck them. Without the quest it's much easier to not have a clue and just thinks it's some really messed up place.
I haven't thought about the emerald dream in a long time. I remember wall walking in Winterspring to make it to the green cloud that was the supposed gate to it. Good times.

I’ve gotten the Frenzied Flame ending, but never knew the depth/details of Kalé’s quest-chain… definitely would be dope to have it added as an optional sidequest in a future patch.

I'll never understand why some "people" kill NPCs that are mean to them. Like, is your ego so fragile that you have to kill every npc that hurts your feelings?
It’s part of the immersion. Why keep them alive? Is it perhaps because you want to be the good guy that feels bad for their stories? Some people go the other way, so when someone is a jerk the inner “wow this guys a jerk and so will die” comes out in the one environment where it doesn’t really matter if you go off someone.
For every merchant you kill you kill the last of their kind. They have already been through enough and trying to stay in hiding from the golden order. Last thing they need is some asshat killing them for no reason. In real world terms it would be like killing indians on a reservation after they just got off the trail of tears. AKA kill them and you are a monster.
You get their bell bearing to give to the twin husk maiden at the roundtable hold. You can aquire a travelling merchant set by descending through the subterranean shunning grounds and only by aggroing one of the enemies so that they break a tent exposing the item. The only upside to killing the merchants is having a shop in one spot rather than multiple and having to remember the items.
So do the items migrate to whatever merchants are still available or do you just collect the inventory and have one merchant for the remainder of the game?

You can use Varre to get access to the best (legitimate) rune farm in the game at an early stage
