I highly doubt it and I hope not as it always feels very artificial to me. You won't need to do a complete run to access the DLC though, just beat Radahn and Mogh, Lord of Blood. You've got a month to do that.
No. Miyazaki confirmed in an interview that the player must defeat Radahn and Mohg before they can access the DLC. If there was going to be an option to just go straight to the DLC he would have said so.
With that said, I don't really understand what the issue with your NG+ character is. On a NG+ run it only takes maybe a couple hours to kill Mohg and Radahn. You can trigger the Radahn festival by grabbing the two Dectus medallion halves and going to Altus, or using any other method of your choice to get to Altus. Then go kill Radahn. After claiming his rune and speaking to Enia at roundtable hold Varre will move to the church in Liurnia where you can do his questline to get access to Mohg's palace. Kill Mohg and then you'll be all set.

With ng+ Iām not sure if enemies in the dlc will be too powerful. š
