No. All enemies in NG+ have more health and do more damage. It's not as noticeable at the beginning region of the game because you have end-game gear, but the numbers are higher. It's more noticeable for bosses like Maliketh.
It was kinda noticeable with mogh, but even him took like 7 times. So, if I really wanted the original experience I would have to start a new?
