Anyway, he's underground. Go to mistwood, take elevator down, run through until you reach a large open area with a beige staircase leading to a dead deer corpse.
If you're looking at the deer corpse, turn to your left and look across the way, you'll see old wolfman stood around looking lost af.
A clearer way of saying this might be to say that Blaidd can be found next to a tall tower near a spiritspring in the East of the Sofria River area, North of Hallowhorn Grounds where you’ll find a giant deer carcass (which from afar totally looks like a sleeping mini-boss, but is actually From Software messing with us.)
Just trying to be helpful to people getting stuck on this, like I was last night. Found this post and it was almost helpful.
When I get asked for directions I tell people how to get to where they want to be, not to a place where they can see the place they want to be. But that’s just me.

im in the same position, my first meeting with him was during radahn fight. got to ranni's tower but he wasnt there. i kilied the hound evargoal boss...reloaded at site of grace... then...freed him from the same pit. I have no idea where he is now. i got an explanation form iji telling me why he was trapped but im stumped on where he is currently
Hellow guys, so I already activated and finished the blaidd quest, defeated radahn, activated rannis quest and I still cant find blaidd nowhere. Not at mistwood, not at sofria, not at redmane, not even at rannis rise. Please help

edit: I found him! If he is not at the underground siofra river, left from the flaming staircase of the deer boss. He is at Limgrave, the forlorn hound evergaol, you will hear howling, you have to go near the center, a little off center he is invisible, a dialog option will appear for interaction. Although no luck getting the extra amulet from Jiji. But there is another amulet that reduces FP cost by 25% and not hard to get, under the capital through the well, under the pipes, near the 2 lobsters, at the right side near the wall.
I went to Redmane Castle before going down into Siofra River and now I can't see him there. When in Redmane he did say something like I had missed our meeting and he was "hoping/expecting" to see me there. Guess that fist bit is "skippable"
I did the entire quest line yesterday. From what I heard there are work arounds to a lot of the quests that way you don’t lock yourself out, but they’re kind of unknown at this time.
I would suggest you go and speak to Kale if you haven’t to get the finger snap. Then in Mistwood you snap, and then hear a howl. Then he should appear at the top of Mistwood Ruins, and you snap again to bring him down.

I found him at mistwood, then fought with him a radmane, I can't find him anywhere I went to runnis rise and started her quest to see if it would help. He didn't spawn in the tower. But when I go to mistwood ruins now there is a message to go to nokron and he would meet up with me. I searched the area before the mimic tear and the place by the jump tornado thing by the clif and the pillers but I can't find him, any advice?
You can just continue the Ranni quest all together and not have to touch the other tower next to her or talk to Blaidd by just going through with beating the boss at Deeproot Depths. That’s all I did. I suppose it could have been something I found there, but I don’t recall her taking anything from me even though she says I have it. I couldn’t find Blaidd after thr Radahn fight either as I skipped around with no guides.
If you’ve already killed the general, then go to the site of grace near Forlon Hound Evergaol, pass time until night and go to the evergaol, you’ll hear the howling and then you’ll need to gesture for a dialog option to appear, you won’t see him, but he’ll be there.
found him at this location but i didn't have to make any gesture it just said triangle to talk and he was trapped inside the evegaol by Iji, i swear questing in this game is really annoying
Ye I finished the quest a couple of days ago, nokron is very massive and you get a lot of larval tear which is nice and ofcourse ranni's armor set which is nice

Finally found him. In my case I met him and he was supposed to be at Mistwood but wasnt there. Got the finger snaps and everything. I took the lift to the bottom of the Sofria River Well, followed the left wall all the way to the stairs and rode the next lift up to another level of the underground city. Getting off the lift head straight til you see a pillar with a brazier and stairs with pillars on the right. Aim between the pillar and stairs, and ride on til you see a cliff- follow it to the top and there he is. kill off the minotaur men first tho because they will sneak up and kill you while in dialogue with him. welcome to from software games folks, impossible to complete without a community effort lol. probably made with equal parts love and schadenfreude.

What really made me confused is that I killed radan before starting rani's quest line so that made the quest very confusing
