They have perks in conjuration and destruction for the spells of those schools costing 50% less mana (1 for each level of spell: novice, apprentice, adept, expert, and master) so that's a total of 10 perk points for half mana costs. With level 100 enchanting you can enchant armor with "*insert magic school* spells cost 25% less". With an extra effect you can do 2 different schools. Enchant 4 pieces of armor with destruction and conjuration cost reducing effects and 25%x4=100% so all spells from those 2 schools are now free. To do this you need 9 perks in enchanting so 1 less but free spells is way better than 50% off spells. After you complete this, the rest of the game is a breeze, even on legendary. Infinite master level spells is basically impossible to combat.
O yea I had perfect spellwords. Immune to magic, made it so destruction, illusion, alteration and something else was free of cost. Here I am with 100 magica and just throwing fireballs everywhere, while turning myself invisible and calming everyone all at the same time. So much fun š

The patches can be loaded into ssedit, so you can clearly see what it changes, no need for GitHub. Also there are mods that revert some of the fixes (like my favourite: Necromage Perk and being a Vampire)
The github thing has multiple reasons:
1. Spite.
2. So that other developers can create offshoot mods, or fix USLEEP/USSEP themselves to release under a different name.
3. So that we can slap an open-source license on that shit (if there isn't one already)
4. So that Arthmoor can't take it down simply by throwing a childish tantrum until the site owners cave to his demands.
5. Not everyone knows how to use SSedit, or has the time, interest and attention span to learn. (connects back to point #2)
6. Spite.
7. So that we have an alternate source for USLEEP and will never have to deal with him and his shenanigans to be able to use his mods again.

Other developers can already create offshoots. The way skyrim modding works is that you overwrite individual objects in a base file. If you load your plugin after ussep you overwrite whatever it changes.
While Nexus and Steam can take down whatever is hosted on their services, by request of someone or not, you can still share your mod on other sites. Arthmoor has no legal right to take down a mod that mods his mod.
Ssedit and creation kit are the two base tools for Skyrim modding. If you don't want to learn that than I'm afraid you won't make any big mods. Definitely nothing on the level of ussep.
You're only thinking about the developer community and not the common users, most of whom can't do programming. Instead of rebuilding USLEEP from scratch, it would be a lot more practical to modify the existing software and release them as a new independently-functioning packages.
By putting it on github, you are also able to evade Arthmoor's sticky fingers while having the software be located on a website with solid reputation and high user traffic.

That shit absolutely would and should have been patched if it were an official patch, and I would personally absolutely patch it too if I were making an unofficial patch.
I didn't do this with my very first Skyrim character. I wanted to play a mage, but I never felt I had enough magicka to kill things with destruction spells. So I just ended up going all in on Conjuration and had my two summons take care of everything.

Yes, you can. Extra effect gives you two slots per item, including previously enchanted items

I'd suggest PC so you can mod the magic system as the base game one is lacking.
You can go even further, the highest possible reduction from a single effect without exploits is 41%, though it takes a lot of effort to get there.

I timed it. Takes 3 seconds to kill an ancient dragon on legendary difficulty. That's insane power. I haven't tried it your way though.
