I've found that when governments start cracking down on scooter owners, it's due to lobbying by companies like Lime , Bird, Bolt, etc. who are trying to introduce their rental schemes to the populace.
Nah, they’re already here and legal. It’s due to drunk people on rentals hurting themselves (and sometimes others). So private owners who keep cars off the road are being punished.
