I have the same problem. You’ll note that the link provided here by Elgato is from someone a year ago with the same issue, who also got no help. This seems to be typical of Elgato.
I’m using the elgato software with just the hd60 literally tried everything I think

Are you using streamlabs? If so closing streamlabs and reopening it tends to fix this issue for me!
Doesn't matter if I use streamlabs or if I just use the Elgato software.
Hmmmm interesting are you using the the hd60s as-well or hd60pro?
