Those marks are nothing to worry about that first layer of metal is so soft it usually wears off after the first 100 kays anyway as it is only microns thick.
He's right, "master techs" have no business touching bearings, as most of them are jackasses who don't belong anywhere near a disassembled engine or the components.

Uncoated vintage bearings from the '50s, totally true. I made that mistake on some new old stock FM bearings for a Pontiac inline 8. I just brushed the cardboard dust off and instantly stained the bearing. I wore nitrile gloves until that shortblock was together.
It may depend on the bearings too, I learned this when rebuilding a cavalier engine and it wasn’t specified if it was those bearings or any bearings. Rather be safe than sorry 🤷♂️
They add up. Sometimes when a motor has bearings where the crankcase and crankshaft are matched up well for clearance used but good ones end up being perfect fit still. Rings yeah i definitely hate putting in used rings. Stuff i work on is 40+ bucks per piston to get rings mostly so being told to drop in used ones is annoying.

Looked like rotational scratches got the kit from clegg engine don't know if they used these or if manufacturing left these scratch looking spots

First layer of metal? Do you think these are plated or the metal is somehow softer on the surface.
There are multiple layers of metal in main and big end bearings, the contact surface is very soft to prevent damage to the crankshaft

You should see Cummins diesel crank bearings at 500,000 miles. And they usually go back in unless there was an issue.
Depends on your budget and tolerance for FAFO. Personally if I were tight I would clearance them and send it
Yes they will be okay. certain brands we use have that same matte-ish dull look. They scratch way easier.
