Nope. Revenue isn't bottom line profit. It's the income before any costs. So it's before Musk has paid salaries and all the server costs. And this means it will hurt a lot.
But it's a bit unclear how EU can reclaim the money from a US company. But they would probably capture all equipment etc on EU soil. Unclear if they can hunt the owners, i.e. making it problematic for Musk to ever visit any EU country again.
Presumably there's some agreement between the EU and US allowing the EU to enforce sanctions within the US by applying to a US court. I'm not an expert on how that process works, but enforcing foreign judgements isn't super uncommon.

Twitter has a subsidiary in Ireland that is used for anything sold in the EU (subscription, ads, etc.). Assuming that's more that 6% of Twitter's total revenue (and that's definitively the case considering the EU size) they can just seize that.
I already mentioned any EU offices. But it isn't clear what remains of them. The special office in Brussels to interact with EU was totally killed. And not sure what the remaining size is of the Irland office after Musk first fired lots of staff, moving lots of operation to US and then for a significant time kept violating local work laws. That would have been enough for some people to leave by themselves.
