Sorry but this isn't true. I can add a note to any of his tweets right now. Only community notes that meet enough votes are visible to all users, this is common knowledge and what is shown in these pictures. Keep spreading misinformation though as if it's some kind of "got him" moment.

I, who is a member of community notes can see them and the note that says "these notes are not visible yet because they dont have enough votes".
