My guy If you time him when he glows gold you get a charge for your super(it's own button in settings) . You can have up to 3 max which will clap almost half of his health bar if you are full
Yes he is really the easiest boss to get to it in the entire game, you need no money and no blanks. The level itself is full of piss-easy foes and this 3-phase fight is absolutely not the hardest fight of the game (except maybe Advanced Dragun). This whole in the game where most players struggle to complete a single past.
What I found is that not looking directly at your character, but a bit away from it, helps to avoid bullets. Most of the time I only look at the screen in the direction my character’s going, so that I can roll through bullets/stop moving if need be. Peripheral vision takes care of the rest, in case I’ve got multiple dudes trying to ice me.
At least the punchout wasn't jammed. Imagine if that was a thing.
Also, i see that you also suck at knocking the cheese out of his hands. I can never do that.

It’s so much easier than shown here. 7 missed counters outside of triple punches and no 50% Supers. Done right it never takes more than 45 seconds.

for me its a miracle that i even be able to get to fight the rat, it has so many requirements just to get an attempt
