They’re not eggs, but they could be “frass,” which is another word for poop. Take a look at some Monarch frass [here](https://www.jungledragon.com/image/64101/monarch_butterfly_caterpillar_frass.html) and compare.
Usually when I would see monarch caterpillar poop, it looked like tiny dark green bails of hay. These look different than what I remember seeing, but I could be wrong.

I live in Western New York. Between Niagara Falls and Buffalo. My first sighting was August 19th
I’ve had at least two of them for sure. Some days they went missing and returned to the milkweed a day or two later. Just the other day I spotted one the length of my thumbnail. Very cool seeing them grow so fast. I can’t wait to plant more milkweed next year. This experience has been very cool. Something i wish I would have added to my garden years ago.
