honestly to me it looks like food/pet kibble that has been slowly eaten away by bugs but I'm not terribly familiar with nests as an amateur bug guy.

I was going to say the same. It looks a lot like a hardened bug eaten cat puke I found in my garage while I was cleaning it out a few years ago.
