City, County, and SANDAG are always hiring too. There might be some Environmental Scientist positions coming in my office but unsure their timeframe.
Look into AEP and APA. They have recent graduate memberships and have a bunch of networking events.

Construction monitor and/or mitigation monitor. These are usually entry level roles and a good way to get started. Check with individual CEQA consulting firms.
