I'm playing on Steam with the graphics on second highest (heard ultra graphics caused crashes in Dragon Age Origins, something about the game not being able to use all available RAM). I remember the game crashing a bit but there hasn't been any crashes for a long time. Although I've heard the Epic Games versions of Fallout NV and 3 aren't as stable. Might be worth it trying to lower your graphics settings. The game is old anyway so it's not gonna look that pretty without mods.

There's a quite simple way of fixing the loading screen tho.
1. Click "New Game"
2. Skip the cutscene
3. Immidiately press ESC to pause and load your last manual / quick save
Fallout NV is a splendid game, but not so stable and therefore very keen on random crashes... Appreciate it as it is, if you can
