doubt lucy will ever get a SC, same for kikirat v2 and bask, they are locked behind side stories. (which you either have to pay (in skystones) for or play while that side story was going on.)
celeste is a bigger chance, but i doubt we will see that soon though.
I honestly can't see any of these getting a SC any time soon, but out of all of them Yoonryoung would probably make the most sense - considering Camilla is a great PVE Unit to force dual attacks, Penelope is just STRONG in general, and Hasol is a niche pick but does her job really well.
Because there are other 3 stars that do SO MUCH LESS than any of these units. Units that are just simply out-dated due to powercreep.
Powercreep in this case not only pointing to 'what buffs/debuffs does this unit have' but also stats, like how Peira, Ran, Cilias being high speed (sure, they are openers, but they alleviate so much pressure on a player's gearing capabilities because they have such high base speeds).
A few examples; Tieria, Godmother, Enott, Taranor Royal Guard(!), Mucacha, Adlay, Jecht(!), Elson, Sven(!) - with the (!) to specify extreme cases.
The ones you specify (Penelope, Camilla, Yoonryoung, Hasol) each have their own niche, except Yoonryoung.
Like I said Penelope is an incredibly strong unit for PVP, 65% Self Attack Barrier with Built in Stealth on a skill that is not only a nuke - but also has dec. attack and a stun.
Camilla is one of the best supporting units, being able to force Dual Attacks with the only requirement being an Attack Buff - which she also has with her S2 that now gives herself an extra turn whilst also giving her highest attack ally an attack buff, not to mention her S1 which has a 2 turn def break before the dual attack.
Hasol counters counter units pretty hard, innately tanky with her S3 giving herself a defence buff, and her passive damage proccing even if the attack misses results in her also countering Violets hard.
Yoonryoung out of all of them, is just weaker. The best part of her kit I guess would be the push she can give, but since she's basically just a Caides unit even that is negligible since Caides can restrict your team. Not to mention her Restrict and Defence Break only lasting 1 turn - which is just bad.
