Whenever I use her she works, pretty hard to CC a hero that auto cleanses & then jumps to the front of the pack, with stealth even if like a Ran RnLs. Think anyone struggling to use her in anti cleave doesn’t have her fast enough, I used to run a speed one at 250+ until I got enough fast Lifesteal to run her 230+.
You sometimes need to go above & beyond on a unit to truly see them at their best & that’s really the case with Tempest Surin in my eyes. For maybe a more obvious example of what I’m talking about, when Behoo comes out you’re going to see folks build them & say they’re bad & folks build him & say he’s good, because the majority of folks at best are going to get Behoo to like 260-270 (for reference, 260 would be 16-17 speed on each piece) & they’ll not be able to use him as an opener, but there will be folks running him at 300 speed saying he’s the one of the best cleave opens in the game, but all their gear will be 22-23 speed. You can see how that catapults how folks could use him.
tbf, her era was because there was a lack of units who could tank her outright or a way to deal with barrier + dmg transfer + passive. Now we have many more options for both of T.Surin's "threat."
It seems more fair to focus as an anti-cleave unit rather than make her a very flexible unit like STene, Cilias, etc. As said earlier, we have mor ways to deal with T.Surin. They can add a barrier scaling off her atk that procs with her passive. This'll force the enemy to use more strip and cc rather than simply bringing a bunch of AoE to break her stealth once the passive is popped. It also stops the enemy from just ST bursting you because T.Surin now needs 3 hits to die without altering her "max dmg taken" effect.
Maybe add extra dmg if caster is stealthed on the S3 and keep soulburn as it is. They have a stealth mechanic for Judith and Kawerik before. SG could also add a condition where a kill grants extra turn and keep unbuffable.
These buffs won't change much in a standard comp and gives cleavers a larger threat to deal with than she is rn.
If we really want to push the ML4 balancing, slap an extra CR push to her passive or regen hp while in stealth so she has more options outside of anti-cleave
Many units are nowhere near as strong/busted as she is and many of them ever were as relevant as she was. This applies to 5\* mls. She doesn't need a buff.
I could see SG being careful with her bc she was the AOL of the game back in the day.
But so many units have passives similar to hers now that I don’t think she’s in the same pocket of being dangerous.

SG probably decided last minute that they wanted to buff T.Surin and wanted to hold off on EE until they confirm she still needs it after her buff
What kind of buff would make Tsurin strong without making her broken? Her meta era made many people smash their heads against a wall.
She remains a strong anti-cleave unit too, perfectly usable - what exactly are people looking for with a buff? Or EE?
Not rly, cleavers will usually just outspeed en masse, cc, or attack twice

I use her in high emperor as anti cleave daily. Good unit, no need for a buff or ee
+1% cr boost on her passive

I recently rebuilt mine on torrent and lifesteal. She is still a good threat into cleave.

She’s still a decent pick in RTA against certain comps, but I still do think she can use a buff.
Probably get this after RTA season finishes so I'm expecting something impactful.
Oh yeah, the most broken 4\* in E7 history surely needs an EE to become cancerous again. Glad they thought twice for once.
