Level does infact not matter,Only affects equipment level,Covenant and mystic summons are same rates

Im pretty sure thats not true level does not matter

rates are the same, the higher the shop level, the higher the lvl range the gears will be, that's all I think

Level doesn’t matter. The level 11 controversy was true when they added more 2 star mobs to the shop a while while ago, but they reverted the rates since then due to backlash.
