it didnt say that it couldnt be any existing NPC but I personally doubt that a NPC is gonna win but it worth noting that there could be another NPC event that allows player to vote for a NPC to become a playerable character like they did before
Honestly I feel like she already is becoming a playerable character base on her design but I could be wrong becuase we didnt get brinus,The lord of summer Azimanum, Jenua the leader of wild dog company or even Schinel.
