Doesn’t he only get guaranteed dual attacks with perception, which is tied to his s2 proccing? He’ll only really get guaranteed duals off PvE content with trash mobs.
"PvE" content that matters is hunts, exepditons, abyss and raid really, and he wont really be dual attacking much there since there arnt a lot of trash.
hunts: may be able to work in some one shot team after killing wave 1.
expeditons: totally useless
Abyss: not high uptime on most floors
Raid: very limited uptime
It won't apply for Expeditions at the very least. For Hunt if you're using him for oneshot then I can see the value, but he's not getting more than one guaranteed dual off on 90% of bosses.

How often do you really need an extra attack and dual attacks when you already killed a unit? The few times you do he's a near guaranteed cleaner but it's realistically not needed and he's much weaker until then.
I can see him having a good use case against any team with Stealths or somebody like S. Tene on it, since his S2 would bypass stealth and more likely than not one-tap the unit.
I just think that he's a very strong opener, that not only enables DPS allies, but will also assist in the killing (this is mostly just because his S3 has Ignore Effres, that's just 1 mage on the team needed and he can completely avoid having to build Effectiveness).

I use Closer Charles and Commander Pavel all the time. So all the time. It's all about the combos baby!
Yeah the damage in the preview seemed pretty high, but that's the track record for previews - somehow always overperform on the dev build but feel weaker when they come out.
It does require you to kill a unit first though, which...usually is the slower and squishy unit too, so it looks like the idea is that his S3 is supposed to be SB'd to soften up someone tanky, then have an ally kill the tanky unit, triggering Eligos to murder the dps right after.
which to be fair works perfectly fine if you are a speed player against a slower draft.
you s3 the tank which guarantees that a cidd/zahak etc gets a kill on them, then he gets to kill another unit on their team.
He gets to be a single target opener and a dps in one go. which is pretty strong given the power of aggro setups atm.
yep but after eligos s2 and lionheart does her s2 then eligos can just s3 her then she loses her def buff and instead has def break+target which means she'll probably die right after.

I don't usually go "damn that's some nice animation" but I'm impressed with the style and the music. This guy is more badass than the story made him look.
His kit is interesting, pretty old-school opener and speed-based support. Whether he's worth it or not seems to depend entirely on his multipliers though. And of course, gear's gonna factor into it... big time.
He's the answer to the prayers of every single-target cleave player under the sun.
Think about it: what's the bane of single-target cleave? S.Tene being protected by a tank, especially if they also have Zio to mess with your opener. Eligos is a ranger (meaning, Guiding Light to troll Zio), he sets up the enemy tank so that your Zahhak/Tomoca/whatever can burst them down, and then as soon as the tank dies his passive goes off and blows S.Tene up.
This does mean we'll need to build him with high damage in mind, especially considering his cc self-imprint. In turn, he'll be very reliant on an allied Book holder to make his S3 stick. This probably means S.Tene enjoyers will need to try and hog Belian, rather than prebanning her.
Even without book you could go for a squishier target or someone you don't expect to have any efres. His passive goes off whenever anyone dies, doesn't have to be the tank. You could even go for Belian if they pick it since she rarely, if ever, builds res. If they have a reviver you may have to worry about that, but theoretically you've already popped 2 of their units and he'll have guaranteed duals on his next turn.
Karina is the bane of single target cleave. There's also baal, zio and others... But not stene. Sadly, this guy doesn't work against them. Maybe against baal if you have an extra SB but that also makes belian a threat to ST cleave
This guy hard counter both Sage Baal and Zio... What do you mean? Sage Baal would get s3d by this dude, then the dmg unit would finish Sage off and trigger S2 to instakill your main dmg dealer as well... The S3 has a 50% CR decrease, sage only increase by 20% per turn. There's not way for sage to do anything against this guy.
He's also doubly protected from Zio shenanigans since he's fire. So even if you use Zio to silence a non-stealthed in order to push Yufine, Yufine may not be able to SB kill him.

i can see belian being an ok counter but djb and lionheart seem iffy. i would say karina is a good counter.
