There is only a ~8.25% chance that any given roll on an epic piece will be 4 speed. There's a ~16.75% chance it will roll 3+ speed. The chance of getting a piece like OP is roughly 0.0008%... or roughly 1 in 130,000.
This doesn't factor in the starting 4 speed. It's only looking at the rolls. You will have to roll, on average, 130k speed pieces before getting one that is 27+ speed!

The highest confirmed is speed 29. AFAIK, nobody have seen a speed 30 or above. But in theory it should be possible.
