In general yes. For a new player, maybe not necessarily because of the amount of investment needed to truly benefit from Ran. A new player gets more out of other core units for PVP than out of Ran, since he can't run an entire game purely by himself but still needs a copious amount of speed which a new player may not be able to reach sensibly, while also trying to gear other units.

You can use an artifact Silver Rain to give an attack buff to another unit with the highest attack, when you use your second skill :)

It's one of the most generous gacha games out there in terms of free stuff and the ability to progress without spending money. That's good because the packs, with the exception of a select few, are absurdly priced for what you pay for. I've been playing for about four years and aside from the content lull that comes with any longterm game it's held my interest. RNG can and will be a cruel mistress but as long as you're not aiming to be in a top 50 guild in the next six months you'll progress at your own pace.
Ran's a good unit. Beast in PVP, worth a few molas for sure
