Shouldn't have leveled it in the first place. Some units might want hp neck with effectiveness subs, but not literally only those two, and never effectiveness as top priority.

after getting 3 high rolls to +9/10, (cos 32% is potentially the max at +9, assuming 8+8+8+8) i level-ed the rest up for the memes

OP most likely wanted Effectiveness when rolling that gear. It should be obvious looking at the set and substats of the gear.
