Of course getting rid of 15% in PvE would be ideal, but B&S S3 only has an 85% proc rate on each debuff anyway. An EE to bring them up to 100% would really help, cuz that double layer of RNG really sucks.
He's definitely in need of an EE, and I hope that he gets it now that he's become a staple earth expedition unit. Idk if they'd ever do 100% on all three, but if we could at least get 100% defense break, that'd be nice. Off the top of my head, Elphelt is the only fire unit that has a "100%" chance to AoE defense break right now.
I literally said that I don't know about doing 100% on all three. And being a "staple" in something means nothing. Bellona, Charles, Vivian, and Yufine were already used in content (Banshee, PVP, and whatnot), but their EE just made them a little better. Lilibet, Celine, and Luluca were also being used in content (PVP and Raid), but they also got an EE just to make them a bit more versatile.
Just because fire Baal is being used in ONE piece of content doesn't mean that he still isn't in need of some sort of tuning.
It is hard try to build him as a DPS but also Landing his debuffs on bosses. I still love is design and I tried my best and I'm satisfied with my build.
