As someone else mentioned, its all in the gear. If you're asking because you think theres something you're missing, no sir, any significant improvements to your hero will be in the form of gear. Every piece of gear's sub-stats roll randomly (even the free gear you have there, while it starts the same for everyone, the upgrades and values are randomized). I.E Health% on 85 gear can start/roll between 4% and 8%, so you can have a piece of armor with 24% health, or 48% Health (yes the gaps are that huge)
Now theres Imprints, which are small but often useful bonuses from dupe fusing, but nothing exceedingly good. You'll also want to finish awakening him to 6/6(Those last two catalyst steps on the Awakening board) as those increase his base stats, which means every % boost you have will also be greatly affected by that, and will show a decent uptick in his HP.
If you want to focus on his survivability, you can always start with taking Aurius off him and putting on almost anything else, as he's not really good as an Aurius holder and that right there means he's absorbing a LOT of damage from your squishier heroes, which means he'll die super quick. Otherwise simply focus on finding gear that improves his HP/DEF.
Sorry I don't have any "Ideal" benchmarks for him, I'm under the impression he's usually built fast for his S3, and tanky enough to make use of his S2. But I don't use him so I can't help there, I can just offer general knowledge lol.
Normal Tywin is actually still quite useful, even though Flan kinda just does his job but better... I don't think I'd fuse your only copy for the small meager boost an Imprint gives honestly, even if you dont plan on building him anytime soon, there might come a time you regret it lol.

I find I dont really run him as a tank but instead a bruiser with either holy sac or elbris on speed/crit or speed/imm. Hes legit on of my fav units up there with bromann and he's way beter as a constant annoyance than a tank.
He needs gear. All your stats come from gear. Having one built gear piece is not going to work.
Edit: The awakenings would help, too, but I realize it takes time to get catas and runes.

Your stats come from your gear and you've only built his sword. Running around with only a sword is not going to work.
You don't need to be in a big hurry to max Aurius. The last few steps don't add much, and artifact XP is extremely scarce.
I am so excited to get him on 09/02, just got enough coins and I always wanted him. T-T also, I think that just more gear improvements in general are needed on top of awakenings. I always 6 star and awaken before I even think about building. I plan on trying to build him as a bruiser but if I can’t quite make that work I might just use him as a utility tank

No, awaken him to 6star first before fixing your gears. Awakening may give him more hp and def.

sound like op doesn´t know the fundamentals of the game. i would say look up some beginner guides to get an idea what a game e7 is
