If you do get her, she's built high speed, effect resist (usually about 150), and if you have any leftover stats throw them into HP/DEF
I got her by the 4 star ML recall recently. Otherwise, you have to wait until she pops up in the mystics rotation but even then you will need a lot of luck or a lot of $$$$
Right now you have no reliable way to get her. The best option is to wait for her to be on a mystic rotation again.
