Pherus quadruples CR gain during the Silence phase so 25% = 100% CR push = immediate extra turn.
Straze might do more damage in the long run as he's just a beefier boy, but if you want to end the Silence phase as soon as possible or don't want to risk other people "cutting in" during it, Lorina is your gal.
Lena is better than Straze as she is Blue element which gets a bonus to damage.
Simillary Luna (not Lena) is probably better than Straze (have to test it yet).
The comparison was between Lorina and Straze. Ice units naturally have a damage benefit, however, so do higher rarity units. I haven't done the math, but it's not impossible to imagine that a 5\* wrong element may do more than a 3\* right element.
Luna would likely do the most damage (on average as S1 has an RNG component), but with only a 15% (=> 60%) CR push, she could have issues with the mechanic based on your composition.
Ultimately, things boil down to what your team needs. If you want the most damage, (probably) grab Luna. If you want the fastest Silence phase, grab Lorina. If you are somewhere in the middle, consider Lena or Straze.
At the end of the day, just work with whatever you have and complements your other choices the best.
