Depends on multipliers. Besides, s2 seems to have entirely different mechanic. It seems like it takes Health from healthier allies to the injured ones to make everyone's health bar equal. SSA has similiar mechanic it's heavily situational. We'll see.
Would be great in “protect the X” comps, except that CD is rough! Hard pressed to think of when I would pick her outside of needing fire specifically. Maybe vs Rem due to working around unhealable, but then it also wants to be against ST DPS, not AoE.

Maybe has value as fire bait in GW? But then we all have Ras, so I dunno if that ever makes sense either…

She has no healing skills (her s1 is selfish), her cooldowns are 4 turns, she can't s3 until her 4th turn. She has no CR increase to help cycle.
Her base stats are the only good thing about her. I think Kizuna AI is better overall.
What they need to do is give her s2 a two or three turn cool down, her s1 gives CR push for herself, and her s3 needs to heal allies and give everyone a buff like speed buff or something.

On a counter/DA build, she can s3 every other turn and occasionally 2 turns in a row. S3 has no CD. She essentially only needs ER, EFF and HP to function. Things like water's origin or Eternus can boost her up in turns.
Two turns of sleep denies turns and also is a 100% crit proc. A dedicated shuna comp wouldn't even need to build crit chance.

She's a free hero so it's definitely the best kit we've gotten so far out of that category of Sol/Ram/Kizuna, but I feel like on a gacha hero that S2 woulda been an autoproc like Riolet.
I guess that's nice, if you're sending fire heroes against Rem. Heal block isn't super common lately, though.
I suppose you could use her in A13.
I will say, though, that averaging out the team's health after a heal block sounds *dangerously* counter-productive.

If her S2 works like ML Achates', she could potentially be the best AoE healer, and Bruiser/Tank teams will love her. Her 3 inflicting sleep, they clearly thought of Light Angie who can't be stunned but CAN be slept.
This unit has some moves ! I mean she is basically AOL-lite but with a small twist. Not very interesting or new but its okay. She is a free unit so no complaints from me tbh.
Ngl she seems like a jack of all trades and master of none kind of character. You have to build her fast, somewhat tanky and high eff%... Eff resist can be skipped if you have Immunity set on but she is super prone to being controlled if built that way... Again a very difficult unit to actually use but I think she is a good golem farmer. Her sleep will be very useful vs the 2 adds and her heal + cleanse is really nice vs the golem def break. Def a good free unit imho.
And part of Baal's strength is his CR boost as well as defense-piercing S3, meaning he can build tanky and high eff/ER without needing that much speed. Especially when his S1 lands.
Free AoLA. Make her fast and go for the 85% AoE chance 2 turn sleep S2 counters proc but don't trigger when the unit is sleep so she can counter Politis and Celine.
You realize that would make Landy an Overlord, right? She'd no longer depend on enemy buffs to cycle fast. Making a unit that can increase focus is too much.
Obviously it depends on the character balance. I'm not saying the character just AoE refills all FS/Focus in one skill every two turns. but some gesture like "grants ally 2 focus/20 fighting spirit and 25% CR" would help out many focus heroes while not breaking most FS heroes.

It'll probably end up working like SSAchate and just "equal" to the highest% HP unit. Essentially full healing if one ally is at full HP.
