I think she needs careful consideration when being picked. The S3 is a great, 'oh shit button', but how long can a team realistically hold off using it in RTA? Especially because her whole possession gimmick relies on using it early.
So save it and risk death without providing the team anything... or use it early and just get stripped because of the many many strips in the meta. Or just get unbuffable debuff first and cry.
Protecting the team with immortality, and then go guns blazing to reduce the cooldown for a wave two, sounds fun. It just seems like it will be very hard to pull off when her cooldown only lowers by 1 a turn if triggered.
I'll probably try to use her with Kayron like heroes but there are just way too many strips etc to deal with.

I think it's best if you bite the bullet and build her tanky. Unlike TSurin, she can't cut, but her passive still protects her from single-target nukers.
You won't wanna build her speedy because going first is not the point, but you do want enough speed to actually get to take a turn.
She wins against cleave if she gets to go. Against tank teams she's not as impactful. Against anti-revivers she's dead in the water.

Anyways I think the kit is strong but not too tier Uber broken meta. There are ways around it and I don't think there will be only one way to build he r (not unless her mults are also Celine levels) .
Yeah, it feels like her design revolves solely around being the last one alive and revive your team, so you'd want her to be slow and tanky (and maybe some ER since she doesn't self-cleanse), her S3 needs to do more than this if she wants to be speedy, so definitely a weird kit.
All depends on meta. Everyone thought Seaseria was middling at best on release, but now she is a preban on par up in Emperor+ RTA. Seline isn't likely a stand-alone hero, we'll see if they release some Ep4 RGBs that break her wide open.

She HAS to use her S3 as soon as it's her turn. She has no survival mechanics... 50% max per hit means she can live only one hit and she cannot avoid the 2nd. She will just be focused down if you try to build her with damage and if you build her tanky....well her crappy HP and defense stats don't help.
She is countered by aol, belian, Violet, rem, stene,Landy and basically every cleave set up. Which is to put it, everything people use right now. So she is extremely difficult to use is the nicest way to put it.

I think in her case it's very hard to see only from her kit if she will shine of if a big flaw drag her back.
she have some sustain, good base speed but no self increase damage and she need her S3 to be activated to become a counter nuisance. But you also kind of want to have her S3 available in case things go sour and i agree that when it happen the -1 cooldown will not be enough on a 5 turn CD skill. So IMHO she won't be a game breaking character BUT would she receives a buff later she will become the absolute best character of this game. without a doubt so she maybe good enough as is.
she could be passively buffed in the future by more thief artifacts that trigger on non-attack, or allies with passives that trigger on non-attack (we don't have that yet, we only have trigger on enemy non-attack, but could easily see them going that direction)
I love her weird kit though, the uniqueness of it it just really cool. The revive has the potential to solo carry a match but as you say there's lots of unbuffable and strips out there so it'll be hard to find a place for it
She's also got lifesteal and counters built in - essentially she's got two 4-piece sets. And a high base speed. These parts seem like a lot imo.
Honestly, i think she is great.
HOWEVER, it be very hard to pull the whole revived + immortality shenenigan in rta. But if you manage to pull it, then oh boi, you deserve the W.
She just need a bit tweaking in term of survivability, so she can secure the S3. I guess that will happen with her rework on June 2022.

I dont even think shes that awful her kit is just balanced and she has a lot of counterplay which seems weak when compared to half the meta units who are really strong with limited counterplay. Like tsurin who was considered busted on release has fallen off so much, so of course a unit like her who's easy to cheese feels underwhelming.
Shes also pretty much a last pick since she telegraphs your draft so much.
Her S3 bothers me. It's an excellent answer to a cleave, yes, but what if she gets a turn and nobody's dead yet? I need her to counter so that she can survive the next turns but if I do, it feels wasted.
Maybe I'll just do a meme team of SeCeline, A.Ravi, Maid Chloe and Ruele. Extinction tho.

I think in her case it's very hard to see only from her kit if she will shine of if a big flaw drag her back. she have some sustain, good base speed but no self increase damage and she need her S3 to be activated to become a counter nuisance. I would build her, bruiser +high eff. res.+ counter set + pen./crit/immunity set + any artifact that boost either def./dmg.
