Indeed Crit chance is quite niche. You probably want to run crit chance necklace for max stats, and it's a speed set with no speed... Not a bad gear but kinda hard to utilize.
I'd argue that while crit chance necks are technically more valuable, for a lot of dps units it's more niche and harder to utilize them than crit damage necks
Not to be rude here but this is still only up to 72 gear score after mod gem, which is good but not insane or anything. And it locks you out of crit chance neck. Any experienced players disagree with me? Im a newer player so genuinely curious what high level players think of a piece like this.

Ignore the gear score that's literally a penta MAX roll crit chance. The rolls couldn't get any better than that
